The decision to open schools-colleges and educational institutions has been left to the state governments. The state will take a decision on this in July. Hotels, places of worship, restaurants will open from June 8. However the government has allowed the opening with conditions.

Can be moved from one state to another state and district

A temple-mosque-gurudwara-church will be opened in Lockdown 5. Many states wanted the mall to be opened in phases as well. The school-college may open in the second phase in July. Restaurants and hotels will also open from June 8. In the meantime it will be necessary to wear social distance and a mask. So the ban on moving from one state to another has also been lifted. The state will also be able to move from one district to another, but social distance will have to be followed. You don't need anyone's permission to come and go anywhere. 

Prakash Javadekar had already hinted at a big concession

Earlier, Union Minister Prakash Javadekar had hinted at the outline of Lockdown 5. He said the lockdown would be 5.0, but the sanctions would be much lower.
